While a couple of Philippine mayors’ orders to require all civil service employees to smile is Orwellian corporate nonsense, it would have been useful if the journalists had spoken with some frowning employees and asked them what the trouble is. Were they treated poorly? Were their benefits being slashed? Were they paid poverty wages? Who knows? The journalists never asked.
